mode:
Note: This procedure involves editing a game file; create a
backup copy of the file before proceeding. Use a text editor to edit the
"config.cfg" file in the "18 wos pedal to the metal"
directory. Locate the "uset g_console" line and change its value
from "0" to "1". Press ~ during game play to
display the console window. Enter one of the following codes to enable the
corresponding cheat function, then press ~ again to close the console
window.

No police or traffic:

"10.0" to "0.0" and the "uset g_traffic" value
to to "0.0".When there is no traffic you can just pass the weight
scales and nothing will happen because there are no police.
